What is the name of this animated Christmas film?

I have several distinct memories of a movie I used to love as a child
(mid-90s), but I don't have the movie anymore, or can't find it, and
neither I nor any of my family can remember the title. It was a very
old, black and white, animated film, which involved the toys
underneath the tree coming to life briefly on Christmas Eve.

I am fairly certain I can remember a shot of a cuckoo clock chiming?
But not 100% on that.

The best memory I have is of a scene where there is a toy train, and a
female toy is tied to the tracks by an evil toy, and then saved from
being crushed by the train by the hero toy.

Does anyone know what this movie is? The mystery is driving me mad!
